Rates are quoted per MB, but you are billed for the data you actually use, down to the kilobyte. Nothing is rounded up to the next megabyte, there is no minimum charge per session, and there are no daily fees or expiration dates.
Every 10 minutes we reconcile your usage with the network and update your balance. That is how often the number you see refreshes, not a block you get charged for. It also means your displayed balance can trail your real usage by a few minutes.
